A message dated July 19, 2011, was received stating the Governor                                                                
read the following resolution and is transmitting the engrossed and                                                             
enrolled copies to the Lieutenant Governor's office for permanent                                                               
filing:                                                                                                                         
                                                                                                                                
    HOUSE RESOLUTION NO. 8                                                                                                      
    Opposing the designation by the National Oceanic and                                                                        
    Atmospheric Administration of 3,016 square miles of upper Cook
